What it does: By obtaining direct eye contact, the user preforms the Tsukuyomi with the corresponding eye.  The Tsukuyomi can cause any number of effects to the victim, ranging from memory alteration, to coma inducing, it is possible to kill someone instantly with the Tsukuyomi is eye contact is made.  The Tsukuyomi due to the power behind it, requires at minimum, a three tomoe Sharingan to break the Genjutsu.

To balance Tsukuyomi, you cannot begin doing extreme things like inducing comas until the target has been in the Genjutsu for 6 posts, this giving ample time for them to break the Genjutsu, if they haven't by this time then they can have extreme effects done to them.
